Job Description

  1. Support the development of standard AVSEC operating procedures across the area which encompasses WFP global aviation policies and tools; thus, ensuring that aviation objectives are accomplished in compliance with WFP, UN AVSTADS and ICAO’s Standards and Recommended Practices (ICAO/SARPS). 
  2. Be accountable to the CATO for the AVSEC component of the aviation operations within the area of assignment, ensuring that all required AVSEC / WFP security measures, systems and programmes are in established and aligned. 
  3. Establish and sustain AVSEC partnerships with key entities in the area such as governments, NGOs, private sector organizations and UN agencies to facilitate coordinated, suitable and sustainable AVSEC measures for the operation. 
  4. Participate in regular forums with aviation partners, staff and crews on prevailing AVSEC mission priorities and identify threats in the area and provide guidance on the management of such threats in operational context.
  5. Coordinate, participate and support AVSEC assessment missions, test, verification, evaluations, audits and other activities as may be applicable to the mission for internal and external partners/parties. 
  6. Support preparedness actions by providing technical guidance and monitoring the management of specific aviation risks to enable WFP to efficiently provide passenger services, relief supplies and emergency medical and security evacuations at the onset of a crisis.
  7. In coordination with WFP Security, identify potential AVSEC or other security-related training and staff development opportunities as required to build and develop the overall capabilities of WFP staff and external partner’s ability to support the field operations. 
  8. Maintain and support the internal quality control system and ensure that all relevant records are retained as required. 
  9. Collate, collect, develop, analyze and oversee reporting on disseminate information/intelligence on AVSEC occurrences, hazards and other related AVSEC matters – e.g. AVSEC risk assessment/incident reports that enable informed decision making and consistency of information which is presented to the senior aviation officer. 
  10. Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men in AVSEC roles, duties and tasks.  
  11. Act in an assigned emergency response capacity as required to meet emergency food assistance needs.
  12. Other relevant duties as required.
