Job Description

The Program & Compliance Manager is directly supervised by the Grants Coordinator and the WASH Coordinator, and he / she collaborates with the Grants department, the Programs departments and the Support Departments in the realization of a number of tasks. The Program & Compliance Manager will be responsible for: 1-Compliance with lessor rules, management of contractual processes and lessor reporting

  • Coordinate all contractual processes related to IRC Niger projects including the AFD project, in collaboration with IRC headquarters and the donor: requests for Non-Objection Notices (ANOs), budget realignments, requests for modifications , and amendments to the contract.
  • Specific management of the contractual process relating to the lifting of conditions precedent to requests for payment of AFD project funds, via the production / verification and compilation of narrative, financial and supporting documents. Ensure that all documents are updated on a monthly basis and available for audits or ad-hoc requests from AFD.
  • Based on a thorough understanding of project contractual documents, be able to proactively raise potential compliance issues with coordination teams and keep the Grants Coordinator informed of any anticipated inability to meet obligations contractual.
  • Coordinate the overall donor reporting process through effective internal and external communication channels (with partners); both for narrative reports, financial reports, as well as any other additional documents to be submitted to donors. Ensure consistency between narrative and financial reports and be responsible for monitoring project indicators.
  • Ensure that the deadlines set by Headquarters and IRC and the donors for the reporting and submission of contractual and ad hoc documents are respected, in order to ensure submission within the set deadlines.
  • Support the Grants Coordinator as well as the entire coordination team in the management of communications and meetings with the donor, national and local authorities, and IRC partners in Niger. Ensure the orderly archiving of donor communications.
  • Production of tool sheets, lessons learned and training documents for IRC teams (Niger and global) on AFD donor rules
