Job Description

1. Support for the establishment of a common alert system:

Over a period of 6 months IMPACT will support the consortium teams through an analysis on the current system in order to make it as efficient as possible. The tool will include indicators that can be used by other prioritization mechanisms and will be a scaled-down version of a comprehensive humanitarian needs assessment to ensure rapid deployment. To do this, IMPACT will work with the consortium partners and associated clusters for the revision of the tools while drawing on the expertise of its international research specialists at its headquarters who will provide support and quality control on the set of tools and reports produced. Thus, IMPACT will provide 3 trainingseparate from the consortium’s emergency response partners on: 1) assessment tools and methods; 2) data cleaning and analysis; and 3) production of automated products using real data from past evaluations.

2. Support in information management:

IMPACT’s support will also focus on supporting partners in the collection, visualization and dissemination of information to emergency humanitarian actors, clusters of the United Nations system.

3. Action monitoring

A strong and comprehensive monitoring, evaluation, learning and accountability (SEAR) system will be put in place by the consortium. The design of the system will involve IMPACT’s expertise as an experienced actor in humanitarian information management. IMPACT will assist partners in the review of RRM tools: Performance analysis of multisectoral MSA rapid assessments, survey of partners on the functioning of MSAs, matrix of recommendations for a potential improvement of the response, in accordance with the framework of the alert system

IMPACT will strengthen the capacities of the teams of the three partners on information management tools (advanced training on Excel, Kobo and GIS) for a common rapid assessment approach.

4. Technical support

The IMPACT information management officer will help identify and implement effective and appropriate technical solutions for IMPACT evaluations and projects in Chad. The IMPACT information management officer will provide technical support for evaluations and analyzes for the mission in Chad. These responsibilities will include creating and managing data collection tools, training in data cleaning and management techniques, supporting data analysis and supporting ad hoc mapping on request.

Internal and external coordination

The IMPACT information management officer will liaise with IMPACT in Geneva in order to guarantee a quality product. He / she will respond to requests for information from IMPACT initiatives and keep Geneva informed of data collection and analysis activities in the field. Externally, the manager

information should liaise with national and international partners, including focal points for information management (IM) and monitoring and evaluation (M&E) in NGOs, United Nations agencies and clusters.

CONFIDENTIALITY

The IMPACT information management officer will ensure the strictest confidentiality of all data collected and related processes. He / she will actively take measures to prevent the unauthorized sharing of any information and data belonging to IMPACT and its partners, or collected during his assignment with IMPACT.
