Job Description

• Lead and coordinate the design and delivery of IRC acute emergency response in response to the current COVID-19 epidemic.
• Manage all related COVID-19 projects / grants, including DIP, procurement plans, expenditure plans and MEL plans, in collaboration with field coordinators and program, operations and finance managers
• Launch and, if necessary, direct needs assessments and data collection to feed the project design;
• Support field teams if necessary to develop / refine the tools for, and / or conduct and compile information from rapid assessments.
• Work closely with the supply chain at the planning stage of assessments to ensure that all logistical needs are agreed and met.
• Evaluate and collaborate to take advantage of opportunities to integrate readiness, money and resilience components into new and ongoing programs.
• Work closely with grants and finance departments to develop budgets and proposals for emergency preparedness and response interventions, coordinating design contributions with other managers / technical specialists projects and developing proposals.
• Provide leadership when implementing a rapid emergency response
• Ensure that emergency activities are carried out in accordance with the minimum standards of Sphere and the Humanitarian Charter in response to disasters and other relevant standards;
• Strengthen links between all program sectors to ensure a strong, coherent and integrated approach to results, in accordance with the IRC Chad strategic action plan, PPE Tchad;
• Closely monitor and manage program spending and serve as budget manager for emergency response grants.
• Closely monitor and keep abreast of context-specific factors that inform and / or influence the planning and implementation of IRC, such as early warning data, security and access issues, mapping of other actors, and making recommendations to SLMT and program teams accordingly.
• Work closely with the MEAL coordinator and the monitoring and evaluation unit to ensure that data collection and monitoring tools are aligned and respond to the monitoring and evaluation frameworks of emergency programs , basic indicators and the specific needs of vulnerable groups
